Description: RBS has evaluated the Union City Board of Education's 21st Century Community Learning Center Program. The program is operated by four schools in Union City, NJ: George Washington Elementary School, Gilmore Elementary School, Jefferson Elementary School, and Jose Marti Middle School. RBS monitors the progress of the program in each school by reviewing program records; conducting observations; and surveying and interviewing teachers, staff, parents, and students. The goals of this program are threefold:

  • to provide high-quality educational and enrichment programs that will enable students to improve academic achievement and promote positive behavior and appropriate social interaction with peers and adults
  • to provide adults with skills necessary to acquire literacy and to enable them to become active, informed parents
  • to measure participants' progress and program effectiveness through monitoring and evaluation.
